Speech at the National Industry Association Reform and Development Experience Exchange Conference

On the occasion of the grand opening of the National Industry Association Reform and Development Experience Exchange Conference, on behalf of the State owned Assets Supervision and Administration Commission of the State Council, I would like to express warm congratulations and high respect to my colleagues who have been working on the industry association front for a long time!

Industry associations in China have gradually developed along with the process of reform and opening up. Since the reform and opening up, China's economic system reform has been continuously deepened, and the national economy has continued to develop rapidly, achieving tremendous achievements that have attracted worldwide attention. With the gradual establishment and improvement of China's socialist market economy system, as well as the gradual improvement of China's economic marketization and internationalization level, industry associations, as an important component of the socialist market economy system, have played a positive and important role in promoting the development of the national economy. Especially since entering the new century, the development of industry associations in China has become faster and made significant progress.

The State owned Assets Supervision and Administration Commission is responsible for contacting 305 industry associations. For a long time, these industry associations have been closely focused on the overall situation and central tasks of China's economic and social development, conscientiously implementing the principles and policies of the Party and the state, always adhering to the purpose of serving enterprises and the industry, fully playing the role of bridges and bonds between the government and enterprises, actively exploring effective ways to promote industry economic development under the conditions of modern market economy, and continuously improving service capabilities and levels, In order to promote the progress of enterprises and industries, and promote the sound and rapid development of the national economy, a lot of effective work has been done, playing an irreplaceable and important role. Especially in recent years, industry associations have played a more significant role in the following ten aspects: firstly, cooperating with the government to conduct preliminary research on macroeconomic policies and organize their implementation after their introduction; Secondly, participate in the development and revitalization plan of the industry and the formulation and revision of national and industry standards; Thirdly, assist the government and organize industry enterprises to actively respond to the international financial crisis and trade frictions; Fourth, promote industry enterprises to adjust and optimize their structure, accelerate independent innovation, and transform their development methods; Fifth, formulate industry regulations and agreements, strengthen industry self-discipline, and standardize market order; Sixth, carry out credit evaluation of industry enterprises and promote the construction of industry integrity; Seventh, organize expert consultation and employee training to provide intellectual support for the development of industry enterprises; Eighth, reflect the demands of industry enterprises and safeguard their legitimate rights and interests in accordance with the law; Nine is to organize and carry out multi-level and multi-disciplinary international exchanges and cooperation, expanding international space for the development of industry enterprises; Ten is to organize and hold exhibitions on industry economy, technology, products, etc., to showcase the achievements of industry development, and actively open up more product sales channels. At the same time, these industry associations have continuously updated their concepts, accelerated reforms, and strengthened standardized operations in the development process. The construction of associations has been significantly strengthened, the role of associations has been clearly played, and the status of associations has been significantly improved. As a result, they have also been widely recognized by member enterprises, government departments, and various aspects of society. The contact between the State owned Assets Supervision and Administration Commission and industry associations is one of the important tasks assigned by the State Council. For many years, we have attached great importance to and conscientiously carried out this work. Our main approach is to adhere to the principle of service, integrate regulation into services, do our best to do good deeds and serve industry associations, and create a favorable environment for the development of industry associations; Actively reflect the demands of industry associations and effectively help them solve some key and difficult problems; Actively promote industry associations to expand their business, and strongly support industry associations to accelerate their development and play a role; Seriously fulfill the responsibilities of the business supervisory unit and promote the standardized and healthy development of industry associations; Effectively respect the independent operation of industry associations and refrain from interfering in their activities in accordance with the law and regulations; Conduct in-depth research on the reform and development of industry associations, laying a solid foundation for promoting their development. Our work has received widespread praise from the industry associations we have contacted.

While seeing positive progress in the development of industry associations in China, it is also important to be aware that at present, industry associations in China are still in the stage of cultivation and development, and their reform and development still face many difficulties and problems. From an external perspective, the main problem is that the legal status that industry associations should have is not clear, which restricts the accelerated development of industry associations; The transformation of government functions is not in place, and many of the responsibilities that can be entrusted to industry associations have not yet been entrusted to industry associations. Industry associations lack greater space and stage to fully play their functions and roles; The system of government purchasing industry association services has not been truly established and improved, which has affected the enthusiasm of industry associations in serving the government; The relevant policies of the state supporting the development of industry associations are unclear and not implemented, and the development of some industry associations is facing difficulties. Internally, the main problem is that the institutional mechanisms of industry associations are not yet suitable for the current requirements of market economy and industry development, and the task of institutional mechanism reform is still very heavy; The development mode and operation mode of some industry associations are still relatively backward, and there is still a significant gap compared to international advanced industry associations; There are fewer full-time staff members in the association, making it difficult to meet the requirements of industry association functions; The overall quality of the association team is not high enough, resulting in the industry association lacking the necessary abilities, vitality, and potential; The development of associations is imbalanced, and some associations have varying degrees of non-standard behavior, less prominent roles, and even violations of rules and regulations.

With the further improvement of China's market economy system and the further development of the economy and society, the space and stage for industry associations to play a role will become increasingly large. Promoting the development of industry associations, improving their functions, and leveraging their role to better serve the country's economic and social development requires greater efforts from industry associations and our colleagues engaged in industry association work. On the other hand, it also requires strong support from the government and understanding from all aspects of society. Based on our years of practical experience in contacting industry associations and considering the demands of industry associations, we will focus on the following five tasks in the future: firstly, we will focus on promoting the legislation of industry associations and establishing their legal status; Secondly, efforts should be made to promote the separation of government and government, as well as the reform of associations, in order to truly achieve the market-oriented, democratic, and self-discipline development of industry associations; Thirdly, efforts should be made to promote the transformation of government functions, providing greater space and stage for the full play of the functions and roles of industry associations; Fourthly, efforts should be made to promote the introduction of relevant national support policies and effectively solve the main problems in the development of industry associations; Fifth, efforts should be made to improve the level of legal supervision and provide a better external environment for the standardized and healthy development of industry associations.

Comrades, the number of industry associations contacted by the State owned Assets Supervision and Administration Commission is large, with important status, prominent role, and significant social impact. We will take this conference as a new starting point, carefully summarize practical experience, learn from the good practices and experiences of other departments and regions, and further improve our work in connecting with industry associations. In order to promote the standardized and healthy development of industry associations and enable them to play a greater role in the national economic and social development, we will continue to make new efforts.
